There are three types of Federalism:
  • Dual Federalism-this is the earliest form of federalism  era caused conflict between the federal and state governments each wanted their own realm of power and influence displaying little intergovernmental cooperation.  The federal government wanted to address intense broad issues in the urban society by creating vocational education and highway construction grant programs but, states were leery of the federal government interfering while the localities sought to develop their own political base.  This is why the period was called the layer cake with the three levels not cooperating with one another most of the time.
•         Cooperative Federalism-This period is known as the marble cake the era brought about more collaboration between governments the responsibilities was shared.
